# Child Labour Monitoring and Remediation System (CLMRS)

> A Child Labour Monitoring and Remediation System (CLMRS) is a household-level system that identifies children in or at risk of child labour, provides support directly or through referral, and follows each child's situation over time. It is widely used in cocoa supply chains.

Also known as: CLMRS, CLMS, child labour monitoring system

## Why does it matter?

A CLMRS moves child labour policy from audits to case management. According to the International Cocoa Initiative, CLMRS are child-centred systems that identify children in, or at risk of, [child labour](/glossary/child-labour/), provide support and follow progress. It is a core element of [human rights due diligence](/glossary/human-rights-due-diligence/) in cocoa and is being adapted to other crops.

## How does it work?

1. **Awareness raising** in communities on child labour and hazardous tasks.
2. **Identification** through household visits by trained facilitators or [field agents](/glossary/field-agent/).
3. **Remediation**: individual support (school kits, birth certificates, bridging classes) and household or community support (income activities, labour groups, school infrastructure).
4. **Follow-up** visits to check whether the child is still in child labour.
5. **Reporting** to the company or programme on coverage, cases and outcomes.

## Common pitfalls

- **Registry quality.** Without a reliable [farmer registry](/glossary/farmer-registry/), households are missed or counted twice.
- **Identification without remediation**, which erodes trust.
- **Paper forms** that delay case handling by weeks.
- **Weak data protection** for information on children.

Farmer1st supports CLMRS workflows with offline-first data collection, case follow-up and field agent management through its [human rights](/services/human-rights/) and [field agent management](/services/field-agent-management/) services.

## Frequently asked questions

### Who runs a CLMRS?

Typically a company, cooperative or programme, with community facilitators or field agents who visit households, and partners who deliver remediation such as schooling support or income activities.

### What data does a CLMRS need?

A reliable farmer and household registry, household composition, identified cases with the hazardous tasks involved, remediation actions and follow-up visits. This is sensitive personal data about children and requires strict safeguards.
