Data sovereignty
Data sovereignty is the principle that data is subject to the laws and governance of the nation, community or individual it concerns. In agriculture, it covers national control over farmer and land data, and farmers' control over how data about them and their farms is used.
Also known as: farmer data sovereignty · national data sovereignty · data ownership
Why does it matter?
Supply chain compliance generates detailed data about farmers, land and production. Without clear governance, it tends to be locked in private systems, collected repeatedly by each buyer and used without farmers seeing benefit. Governments increasingly assert control over data about their territory and citizens, and farmers’ organisations call for rights over farm data.
What does it mean in practice?
Two levels usually coexist:
- National: laws on data protection, localisation and public registries; data residency for public programmes; national traceability systems.
- Farmer: consent, access to one’s own records, portability between buyers, and a share of the value created.
Good governance defines who may access which data for which purpose, keeps commercial data private to each company, and allows shared layers, such as registries, to be reused.
Common pitfalls
- Presenting “ownership” slogans without operational rights.
- Data locked in one vendor’s system, so farmers must re-register with each buyer.
- Governments excluded from data about their own sector.
Farmer1st is a farmer-controlled network: farmers decide who uses their data, governments can host data in-country, and companies keep their data private by default, sharing only what they choose to pool. See the farmer app.
Frequently asked questions
Who owns farm data?
Ownership of data is not always defined in law. Practical frameworks focus on rights: who may access, use, share and benefit from data, and on the farmer's consent and ability to move data between service providers.
How does data sovereignty help buyers?
Data governed with farmers' and governments' agreement has a clear legal basis and wider acceptance, which reduces compliance risk and the chance that access is withdrawn.
