Palm oil traceability and EUDR compliance for independent smallholders

From independent smallholders and dealers to the mill: plot-level palm oil traceability and EUDR due diligence.

In short

Farmer1st gives palm oil buyers a first-mile data backbone: verified independent smallholders and plots, audit-ready polygons, deforestation and land-use checks up to today, and TRACES-ready EUDR due diligence, with the link from fresh fruit bunches through dealers to the mill. It plugs into your existing tools, and specific needs are prototyped in the Nursery.

What makes this first mile hard

  • Independent smallholders

A large share of fresh fruit bunches comes from independent smallholders outside company schemes, who are the least visible in mill supply bases.

  • FFB through dealers to mills

Fresh fruit bunches are sold to agents and dealers who deliver to mills. Mills often know the dealer, rarely the plot.

  • Peatland and sensitive land

Some plantings sit on peatland or near protected areas. Buyers need to see land-use risk at plot level, beyond a forest or non-forest flag.

  • Legality and land rights

Smallholder plots may lack formal titles or overlap with other land claims. The EUDR asks for production in line with the laws of the country of production.

  • Mill-level mixing

Mills process fruit from many sources into crude palm oil. Due diligence needs the list of plots behind each consignment, not only the mill.

Palm oil supply bases are well mapped for large estates and far less for the independent smallholders who deliver through dealers. Farmer1st is the first-mile infrastructure built around farmers: a farmer-controlled network where companies, governments and organisations collect, verify and share origin data, and build the services they need on top of it. For palm oil, it brings independent smallholders into the verified record.

What does the EUDR require from palm oil buyers?

Oil palm is a relevant commodity under Regulation (EU) 2023/1115. Palm oil and listed derived products placed on the EU market must be deforestation-free, produced in line with the laws of the country of production and covered by a due diligence statement submitted through EU TRACES. That requires the geolocation of every plot behind a consignment. The EUDR guide sets out the details with official sources.

Why are independent smallholders the hard part?

Scheme smallholders are usually known to the company that supports them. Independent smallholders sell fresh fruit bunches to agents and dealers, who deliver to the mill. Without a registry at that first sale, the mill knows the dealer and nothing further up. First-mile traceability for palm oil starts with registering those smallholders and their plots, with their consent.

How do you map smallholder plots and assess land-use risk?

Field agents map plots offline-first, with AI added to support them and the reviewers. Existing supply-base maps and polygons are imported through data integration and checked. Each polygon is validated, then assessed for deforestation up to today, and can be checked against other land-use layers your policy requires, such as peatland or protected areas. See Geo & polygons.

How do you follow FFB through dealers to the mill?

Each FFB sale is recorded against a verified farmer and plot. Dealers pass on the list of contributing plots with each delivery, and the mill links consignments to those plots. Traceability & certification keeps the chain of custody auditable and supports certification schemes.

Fraud detection compares declared volumes with plot size, palm age and expected yield. When buyers choose to pool it on the pre-competitive network, a plot sold into too many mills is flagged across buyers without exposing one buyer’s data to another.

How do labour and land rights fit in?

Palm oil buyers face scrutiny on land rights and working conditions as well as deforestation. Human rights due diligence adds grievance mechanisms, household surveys and remediation tracking to the same record that serves EUDR, which also supports your CSDDD obligations.

What if our mill supply base needs something specific?

Dealer onboarding, mill-level reconciliation, a smallholder support programme: we assemble the existing modules and build the missing piece with you in the Nursery. You use it, we adjust, and it runs on the same network.

FAQ

Frequently asked questions

Is palm oil covered by the EUDR?

Yes. Oil palm is one of the relevant commodities under Regulation (EU) 2023/1115, with listed derived products such as palm oil, palm kernel oil and some derivatives. Operators must show they are deforestation-free, legally produced and covered by a due diligence statement. See our EUDR guide.

How do you trace fresh fruit bunches from independent smallholders?

Smallholders are registered and their plots mapped, then each FFB sale to a dealer is recorded against them. Dealers pass the list of contributing plots to the mill, so each consignment links back to verified origins.

Can you flag peatland or protected-area risk?

Yes. The plot-level assessment can include land-use layers beyond deforestation, following your own risk policy on thresholds, sources and treatment.

Does this cover labour and land rights too?

Yes. Human rights due diligence adds grievance channels, household surveys and remediation follow-up to the same farmer record.
