Reference number (EUDR)

Updated · 2026-09-28
Definition

An EUDR reference number is the identifier the EUDR Information System assigns to each due diligence statement on submission. Operators pass it to downstream operators and traders, and it is made available to customs when products are released for free circulation or exported.

Also known as: DDS reference number · declaration identifier

Why does it matter?

The reference number links a physical product to the legal declaration behind it. Under the amended Article 4(7) of the EUDR, operators must communicate the reference numbers, or declaration identifiers, to the downstream operators and traders they supply. Under Article 26(4), the reference number or declaration identifier must be made available to customs before release for free circulation or export.

How does it work in practice?

  1. The operator submits a due diligence statement in the Information System, by web form or API.
  2. The system returns a reference number.
  3. The number is recorded on commercial documents or transmitted electronically with the goods.
  4. The first downstream actor collects and keeps it for five years.

The Commission’s 2026 guidance describes this collection as passive: a downstream actor acting in good faith does not need to chase suppliers who do not provide one. For exports of products already covered, a dedicated TARIC certificate code can be used at customs.

Common pitfalls

  • Reference numbers stored in emails or PDFs rather than linked to purchase orders and lots.
  • One statement cited for volumes it does not cover.
  • Confusion between statement versions after amendment or withdrawal.

Farmer1st links reference numbers to lots and origin data and passes them to buyers’ systems through its data integration service.

Frequently asked questions

What is the difference between a reference number and a declaration identifier?

A reference number identifies a due diligence statement submitted by an operator. A declaration identifier is assigned to a micro or small primary operator after its one-time simplified declaration. Both are passed down the supply chain.

Can reference numbers be grouped?

The Commission's 2026 report announced a voluntary grouping feature for reference numbers in the Information System, requested by businesses. Check the Information System documentation for availability.
